The purpose of this document is to briefly explain the course of  an investigation conducted by the Conseil de la justice administrative.

A Watchful Eye


An information brochure specifically prepared for citizens. It is available in all the locations visited by clients of the administrative tribunal, including the waiting rooms of the tribunals under the jurisdiction of the Conseil de la justice administrative.

Rules governing complaints processing
  
Section 179 of the Act respecting administrative justice provides that the Conseil can make rules of evidence and procedure applicable to the conduct of its inquiries. 
  
On May 4th 2000 the Conseil adopted rules for the management of complaints. The present rules were modified at a meeting held on January 30th 2003. New modifications were adopted at a meeting held on June 21th 2006, on  july 13th 2007 and december 3th 2014.
  
However, these are administrative rules which have no binding effect.

Rules of internal management
  
Section 175 of the Act respecting administrative justice provides that the Conseil can establish rules for its internal management. In order to optimize the efficiency of its sessions and to promote the participation of all members, the Conseil has established rules for its internal management.

Lists of departments and bodies  

In accordance with section 178 of the Act respecting administrative justice, the Conseil de la justice administrative is responsible for the annual publication of a list of the departments and bodies that make up the Administration within the meaning of section 3, as well as a list of the bodies which exercise adjudicative functions within the meaning of section 9 of this Act. Service statement 
  
In accordance with sections 6 and 7 of the Act respecting Public Administration, the Conseil de la justice administrative adopts a declaration of services to citizens. This is a document containing the Council's objectives on the quality and level of services provided. This declaration concerns, among other things, the haste with which services should be rendered and provides clear information on the nature and accessibility of these services.

The Council has adopted a declaration of services to citizens that promotes the following four objectives: 

  1. Make sure the service provided is courteous, respectful and prompt;
  2. Process complaints with dispatch;
  3. Use clear, accessible language during communications;
  4. Facilitate access to the services of the council.

  
Strategic plan 2011-2016

In accordance with sections 8 to 11 of the Act respecting Public Administration, the Conseil de la justice administrative  adopts a strategic plan including :    

  1. The description of the Council's mission;
  2. The context within which the Council evolves and the main issues it must face;
  3. The strategic orientations, objectives and intervention targets selected;
  4. The results achieved at the end of the period covered by the plan;
  5. The performance indicators used to assess its effectiveness;   
The Conseil de la justice administrative has adopted a strategic plan that includes two main orientations:
  1. Fulfil its duties of examination and investigation of ethics complaints in order to bolster the public's confidence in administrative justice;
  2. Give citizens better information regarding the role of the Council, the codes or professional conduct and administrative justice.
